Recently Japan & Vietnam signed agreements to ensure “free and open Indo-Pacific” on 19 Oct 2020,. Also, the bilateral agreement will allow Japan to export its defence equipment to Vietnam.

Recently, the Quadrilateral Security Dialogue (QUAD) grouping meeting held in Japan’s Tokyo, reaffirmed the significance of “free and open Indo-Pacific” and raised concerns over increasing Chinese influence in the Indo-Pacific region. Bilateral agreement will add to Quadrilateral Security Dialogue decisions in the Indo-Pacific region. After QUAD Meetin The United States of America has invited the ASEAN nations to join QUAD grouping.

The current members of QUAD grouping are India, Japan, United States of America and Commonwealth of Australia.

Japan-Vietnam Bilateral agreement

Japan has been signing similar agreements with the Indo-Pacific countries to increase its ties in the South East Asia. Also, Japan-Vietnam agreements counter the growing influence of China in the Indo-Pacific region and protect sea lanes in the disputed South China sea region.

Under the Bilateral agreement, Japan-Vietnam agreed to cooperate in anti-terrorism measures. Japan agreed to provide support to the COVID-19 affected Vietnamese workers in Japan.

Japan Further Move

Japan also has defence equipment transfer deals with the United States of America, Britain and Malaysia. In August 2020, Vietnam is a 12th partner to have such a deal with Japan. Earlier, Japan exported a radar surveillance system to the Philippines. Japan had partially lifted ban on military equipment and technology transfer in 2014 to boost Japan’s defence capability.

Japan-Vietnam Bilateral trade

Japan one of the top trading partners of Vietnam. Japan-Vietnam Bilateral trade are $28.6 billion. Japan is also largest overseas aid donor of Vietnam. In 2019, Japan has provided $23 billion. Vietnamese accounts for more than half of the foreign workers as Japan has accepted them utilise them in place of its declining and aging population.

China and Vietnam Disputes

Spartly Islands (Archipelago) in the South China Sea is disputed area between People’s Republic of China and Vietnam. Parcel Islands (Xisha Islands) disputed island between China, Taiwan and Vietnam.

About India-Vietnam

India & Vietnam have built strategic partnerships in fighting terrorism, crime and drug trafficking and nuclear power. Vietnam has supported India to join the Asian Pacific Economic Cooperation. TBoth India-Vietnam have agreed to strengthen their cooperation under Indian Ocean Pacific Initiative.

Vietnam supports India in becoming a permanent member of United Nations Security Council. Both countries are members of Mekong-Ganga Cooperation

During the 14th East Asia Summit PM Modi gave announced the Indian-Ocean Pacific Initiative. Indian-Ocean Pacific initiative aims to enhance maritime security, capacity building, sustainability of marine resources, disaster prevention and cooperation in trade.
